As the title says -- closes #148. It looks like the failure because of which these were disabled was caused by trying to install Python 3.10 on Windows ARM64. CPython releases, and the versions available to
setup-python, start from 3.11 for WoA. In any case the wheels still target abi3 on Python 3.10+.
