docs: add a showcase issue form and link it from both Built-with sections - #121

Adds
.github/ISSUE_TEMPLATE/showcase.yml, a bilingual issue form: public link, one sentence, an optional Chinese sentence, optional media, and a required checkbox where the submitter confirms they maintain the project and approve the wording. That checkbox is the maintainer approval the Built-with cards need. Both Built-with sections link to the form with one line, and the form applies theshowcaselabel.Verification: the YAML parses with six body elements and unique ids;
git diff --check; pre-commit gate 976/976 tests. The form renders atissues/new?template=showcase.ymlonce it is on master.
