0.86.0 rc.0-3 and latest missing @react-native/jest-preset from devDependencies #219

a separate PR including the missing package is required again
this time pointing against 0.86-stable instead of 0.85-stable

the broken Jest setup
will propagatepropagated into 0.86 (latest) ifisn't merged like prev release
before rn bot bumps 0.86-stable (from 0.86.0-rc.3-29e4d19) to 0.86.0
prevents this recurring in future releases (0.87-stable/rc and 0.88.0-nightly)
prevents future broken Jest changes
