ci: fix CI Auto-Fix workflow comment step

Fix the CI Auto-Fix workflow so it posts comments on related PRs using issues.createComment (the previous method �ctions.createWorkflowRunComment is not available and caused the action to fail). This enables the auto-fix workflow to complete and open formatting PRs automatically when CI fails.
