Telemetry collection is being removed from project CI and shared workflows. Delete its dispatch and implementation actions, dedicated cleanup test workflow and obsolete documentation so the shared action repository no longer carries the unused telemetry pipeline.

Retire telemetry collection from CI so builds no longer schedule telemetry jobs, upload telemetry artifacts or depend on the shared telemetry actions. Keep build output in the normal job logs and remove dependencies on the retired setup.
