conda can surface HTTP failures as a raw
requests.exceptions.HTTPError(e.g. a 502 from conda.anaconda.org while fetching repodata) instead ofCondaHTTPError. The existingCondaHTTPError:pattern does not match it, so the command fails without retrying. Example: https://github.com/rapidsai/ci-imgs/actions/runs/39439319198/job/118690614525This matches
HTTPError:generically, consistent withCondaHTTPError:, which already retries every status code.Adds tests using a fake conda executable.
