Remove templating for Python version in Docker images after 26.12 release #766

As per rapidsai/build-planning#341, the Python versions are being removed from the RAPIDS Docker containers in favor of supporting the latest Python version.

#765 edited the templating in conf.py, which can safely be removed once the stable version is 26.12
