rancher/rancher's release branches pin go.opentelemetry.io/otel at v1.44.0 but leave go.opentelemetry.io/otel/trace at v1.43.0. The dependency sync mirrors those pins verbatim, so cli inherited the split. The two modules are released as a set, and nothing guarantees a v1.44.0 otel keeps working against a v1.43.0 trace. Pinning trace explicitly also means the sync will leave it alone from now on, since a local pin above rancher/rancher's is treated as deliberate. Fixed on rancher/rancher main (both at v1.45.0) but not backported to release/v2.11, v2.12 or v2.13.
