docs: v0.63.25 accuracy table, changelog, install pin - #43

README call-edge accuracy tables now match eval/baseline.json (2026-10-22, Grove v0.63.25), with a note that COBOL and JCL accuracy is not yet independently scored. The install pin names v0.63.25. The language count matches the 14-row language table, and the table's extensions match internal/parser/languages.go. CHANGELOG describes v0.63.25. internal/index took 76s (v0.63.24 PR), 109s (v0.63.25 PR) and over 120s (twice, this PR) on windows-latest; Ubuntu 63-93s. The tests themselves sum to ~15s locally: the runner, not one test, sets the time.
