Adds the Desktop Notifications
ActivationTokensignal allowing wayland clients to focus their window natively. Also consolidates the shared GDK/Wayland plumbing used by activation and background effects.Confirmed with Brave on Niri and Mango. Firefox and Zen currently do not consume the token.
Closes #209.
