[GEN-5364] gen_transcribe — transcribe audio/video via the new /v1/transcriptions endpoint - #30

Wraps POST /v1/transcriptions (gen-backend-v2 e9aae140, live in prod):
exactly one of audio_url / video_url / content_resource_id, optional trim
window (both bounds required, audio/video sources only), returns
{generation_id, status} to poll with gen_get_generation. Local validation
mirrors the backend's oneOf so a caller never reserves credits for a 422.
