What changed

Add the fleet-required top-level concurrency: 1 cap to this repo’s existing Woodpecker workflow. Steps inside one pipeline remain parallel; only separate commits queue.

Why

The deploy-infra fleet audit found this as the sole drift item across the complete 108-repo owner inventory. Without the cap, merge bursts can amplify shared GitHub status writes.

Verification

  • parsed .woodpecker/ci.yml with PyYAML
  • asserted concurrency == 1 and both existing steps remain present
  • deploy-infra fleet audit reports zero findings after this lands

How to test

Run python -c "import yaml; assert yaml.safe_load(open(".woodpecker/ci.yml"))["concurrency"] == 1".
