Summary

Re-encrypts .env.enc from the current .env via sops/age, adding the previously-uncommitted STRESS_BASE_URL, STRESS_WEBHOOK_URL and STRESS_WEBHOOK_SECRET vars alongside the existing Stripe keys.

Test plan

CI (fmt, clippy, test) passes
