Aligns .project/maintainers.yaml with the PipeCD repository MAINTAINERS.md file (https://github.com/pipe-cd/pipecd/blob/master/MAINTAINERS.md), which lists Ngo Le Hoang (@armistcxy) and Mohammed Firdous Araoye (@mohammedfirdouss) as current maintainers.
