ApprovabilityVerdict: Approved at Macroscope's review found this PR approvable — This is a narrowly scoped web bug fix that prevents duplicate issue tabs and keeps the existing tracker filter accessible after filtering. It adds focused test coverage and does not alter schemas, defaults, deployment behavior, or static-analysis configuration. You can add or adjust custom eligibility rules. Learn more. |

Two small issue-tracker fixes on top of #19274.
Duplicate issue tabs. Opening an issue from a link (the page URL) names the issue without its host, so it created a second tab when the issues list had already opened the same issue.
openIssuenow reuses the open tab with the same environment, project, tracker, scope and key when the target has no host. Covered by a new test inrightPanelStore.test.ts.Tracker filter disappearing. The server filters by host, so a filtered issues page only knows its own tracker and the "Filter by tracker" menu hid itself, leaving no way back to "All trackers". The menu now stays visible while a tracker filter is set.
No before/after captures: browser tooling isn't available on the machine this was made on.
