[SidebarV2]: Persist Project Filter Selection #4301

Before submitting

• I searched existing issues and did not find a duplicate.
• I am describing a concrete problem or use case, not just a vague idea.

Area

apps/web

Problem or use case

I usually focus on one project at a time, other projects I don't care about too much except on rare occasions. So I need the filter chip selection state to persist.

Proposed solution

Persist project filter chip selection state.

Why this matters

Avoids having to select it over and over again.

Smallest useful scope

Just persist the state.
