Engine-only CI for prod

prod is the stable branch PGRun deploys, frozen at 913630e11d (pgx-v0.1-beta.1). It predates the workflow directory, so it has no CI. Rather than fast-forward main's CI onto it (which would import non-engine history and CLI/dist jobs that don't exist on prod), this adds a single engine-only workflow by a dedicated reviewed change.

What it does

  • cargo build --release --locked --bin postgres on ubuntu-24.04, with the same PostgreSQL 18 / RE2 toolchain as main's CI.
  • Proves the exact engine PGRun ships still compiles reproducibly from the committed Cargo.lock.
  • Runs nothing else — no pgx CLI, no dist/, no local-dev suites (none of which are on prod).

Why this is a CI-only change to prod

It adds one file under .github/workflows/. It does not touch engine source, so building postgres from this commit is byte-identical to building it from 913630e11d. PGRun continues to pin the engine by exact SHA (913630e11d); advancing the prod branch tip by this CI commit does not change the deployed engine.

Check name (to be required on prod): engine build (postgres).

prod carries only the engine PGRun deploys. Add a required CI check that
builds the postgres engine binary reproducibly (--release --locked) from
the committed Cargo.lock, using the same PostgreSQL 18 / RE2 toolchain as
main. No pgx CLI, dist/ or local-dev suites run here — they are not on prod.
