I went over to the CI configuration to see whether 4.0 was in the build matrix yet, and before I made a change there, I wanted to have a procedure for updating the supporting GH Actions. |

This PR adds a configuration to tell Dependabot to update the versions used for some well-known GitHub Actions, such as
checkout, in order to avoid deprecation warnings when those get too old. Documentation
