Installation failure in Linux Mint 19.2 with Python 2.7.15+

I have downloaded EVTK and tried installation on a Linux Mint 19.2 machine, with Python 2.7.15+ on it.
The following error message appears:

$ python setup.py install
Traceback (most recent call last):
  File "setup.py", line 25, in <module>
    import setuptools                          # needed to create wheel file
ImportError: No module named setuptools

The installation of the "setuptools" python module does not change the output.

I will report any new info.
