Allow users to decrypt emails before forwarding as attachment

Currently, forwarding as attachment forward the raw encrypted email. We should provide a setting to decide if we want to forward decrypted or not. Default will be decrypted.

We will need to reconstruct the email MIME and upload it to replace the email's BlobID before forwarding
