POLICIES.md gains an As-built block under "Narrowed 2026-10-25": #1131 (dc5a301) built both #1129 findings, the between-turns judge and the navigation-only consent of an allow arrival; not built is the card's "why" line (a string, Shane's); open under the security lane is the start-origin gate/choke split. The plan carries #1131 as merged and the merge order ruled (#1131 before #1129, e3 rebases and edits only its own file).
