…e (v0.1.619 plan row C1) PMAT-2131, PMAT-2133, PMAT-2136, PMAT-2141 (epic #2124) and PMAT-2151, PMAT-2154, PMAT-2157, PMAT-2159, PMAT-2161, PMAT-2163 (epic #2125) were `inprogress` with merged PRs and closed issues. Each now reads `done`, with its full merged sha and PR number in `notes`. Every sha was checked with `git merge-base --is-ancestor <sha> origin/main`, and `pmat work status <id>` exits 0 for each. All three lanes refused it and named the row (quorum-PMAT-2124-c1-plant.json). Real round 1 drew one FAIL (the receipt said only the roadmap changed); the receipt was corrected and round 2 is 3/3 PASS on 9d42d91. Lanes: claude-sonnet-5-5 x2, claude-haiku-4-5; degraded: same-family (the quorum routing policy withheld the agy families). Author claude-opus-5-5.
