feat: pin aprender 0.70.0-dev, fix book citation, repair CI (Refs GH-1) - #2

- Pin aprender to 0.70.0-dev (car/0.70.0 @ 1274d040d), the 0.70 release train, by git rev until v0.70.0 is tagged. aprender stays the sole runtime dependency; drop the unused provable-contracts 0.3 dev-dependency. - Cite Di Pierro (2013) "Annotated Algorithms in Python", Experts4Solutions, ISBN 978-0991160402 in README, lib docs and all 10 contracts; section numbers follow the author's LaTeX source (mdipierro/nlib@5db3a42). - CI: install pv (aprender-contracts-cli) from the rev in Cargo.toml; Kani job gets a 60 min timeout; mutants gate the PR diff (--in-diff), full sweep advisory on main until the 114-mutant backlog is killed; pmat comply advisory until the repo-governance findings close. - Kani: quicksort harnesses use concrete 3-element arrays (the symbolic-length unwind(8) harness ran into the 6h job limit); verify_correlation_bounded now proves cov^2 <= var_x var_y on stats::covariance (the sqrt/division form did not finish in 15 min). mean() skips its aprender cross-check under cfg(kani). - Kill the dft_matrix mutants with known-entry and W*x == dft(x) tests. - docs/ontology-conformance.md: pin, upstream CI state at the pin, and row -> status -> evidence (most ONT-001 rows NOT YET; follow-up PRs). The paiml organisation ruleset on main requires a status check whose context is `gate`. The job id was `gate` but its display name, "Test + Lint", is what GitHub reports as the check context, so the required check never appeared and the PR stayed BLOCKED with every job green. First of a series for #1 (aprender 0.70 + full ONT-001 conformance). This PR makes the base green on the 0.70 line; ontology work (entities, SHACL shapes, contracts gate, per-example contracts) follows in separate PRs.
