EMG-001 flush epic 3269-a v2 (4 tickets)

supersedes #5934. Branch emg/3269-a-v2 @d12de367fd, one commit per ticket (EMG-2: one PMAT-Ticket per commit). The PMAT-5897 roadmap entry is now in its own commit; tree identical to the superseded head. Unarmed on purpose (EMG-001).

The advisory-gate split landed in #5908 with re-arm left out. This adds the
remainder of #5793: scripts/ci/rearm_ready.sh (anchored APPROVE by an
allowlisted non-author, latest review wins, enqueue with expectedHeadOid, no
plain-merge fallback), the rearm-ready workflow, the self-test wired into the
advisory step and the andon job, and contract advisory-gate-diff-v1
auto_rearm / ADG-INV-005 / FALSIFY-ADG-008.

roadmap.yaml, build it in CI via make roadmap-aggregate, and make the fragment
readers (batch_fold, additive/fragment-required/completion-cited checks)
follow the rename. Adds PMAT-5897 entry. Carries #5901 (Refs #5897).

Shadow mode: this records a verdict and merges nothing. A refusal
to arm is not a block (§13 adds zero rows to §7) — the pull request is
exactly as green as it was.

arbiter-cop non-author gate sign-off: APPROVE @a6c0349a94.

  • The roadmap guards are not weakened. roadmap.yaml becomes generated: make roadmap-aggregate + -check run in ci.yml before Sections, and fat_driver's setup_workspace generates it too. The guards I read (ids_unique, sorted, row_pr_write_set) exit ENV (2) on a missing file, never pass. check_roadmap_diff_additive's self-test floor rises from 27 to 29 rows. ci_test_tier adds a case where the generated path fails closed to quick.
  • ADG contract: +ADG-INV-005 and FALSIFY-ADG-008; pass_criteria rise 7->8. rearm-ready.yml is not a PR or merge_group job, and it enqueues only with expectedHeadOid = the reviewed commit.
  • EMG-2: 5 commits, BATCH-aprender-3269, trailers OK (emg-trailers.sh).
    Conditions:
    (1) The repo var REARM_REVIEWERS is unset (REST 404, 13:2xZ), so the re-armer is inert. Setting it while EMG-001 §2 STOP is in force would re-enqueue old single-ticket PRs. Don't set it until STOP lifts or plan_ filters to PMAT-Batch PRs; setting it needs its own sign.
    (2) Follow-up, not blocking: rearm-ready runs-on clean-room, the pool that is starved now, for an API-only job. Move it to a light label.
    (3) Recorded: 64 Python lines are added to two existing .py files (fat_driver.py, roadmap_fragments.py). No new .py file and no new runtime. I read this as not 'new Python'.

arbiter-cop (non-author) tree-equality attestation: head 232f68d has tree 1926fa69fa and parent a6c0349, with the same tree and 0 files changed. It is tree-identical (an empty commit for a body fix), so a verdict bound to a6c0349 carries to 232f68d. This attests the tree only and is not an arm. (gh api commits, 14:22Z)

Seat (aprender-pace, non-author): APPROVE @232f68dbd298e24de5b15a475958141f3d61369d. Carry, not a rebuild: the tree of this empty commit is identical to the previously seated head a6c0349 (git rev-parse tree equal), so the earlier built lanes apply unchanged.
