Plain revert of the squash b410374. Restores ci/sections.yml and removes scripts/ci/decide_tier.sh and scripts/ci/sigma_arch_uniform.sh. #5906 (ci_test_tier row 67 retargeted to decide_tier.sh) must be DROPPED if this lands: row 67 asserts the old ci/sections.yml text again. A section workspace is a throwaway hardlinked clone of a runner checkout with 299 packs and 26k loose objects; its first fetch tripped git gc --auto at ~95% of a core beside the shards. Set gc.auto=0 and gc.autoDetach=false right after the clone. fat_driver.py hash pin in check_receipt_gate.sh moved in the same diff. Co-Authored-By: Claude Sonnet 5.5 <noreply@anthropic.com>

Refs #5917. Stacked on #5850 (recut/5798-sq): the diff vs main includes #5850 until it lands; this PR's own change is 2 files,
scripts/ci/fat_driver.py(+6:gc.auto 0,gc.autoDetach falseafter the section clone) and the fat_driver.py sha256 pin inscripts/check_receipt_gate.sh.Measured on intel (read-only ssh, 07:41-07:46Z, load 85): 3 distinct section workspaces (shard 11, 5, 2) each had a live
git gc --auto; shard 11's ran >=176 s and 133 CPU-s at ~84% of a core (77 -> 133 CPU-s in 67 s). Shard wall is mean 1347 s over 4 shards of run 39732941367, so gc is >=13% of a shard's wall in the workspaces it hits, and a lower bound (still running). Share of wall NOT measured exactly: gc timing is not logged.Verified:
fat_driver.py self-test60/60;check_receipt_gate.sh99 ok; a stubsetup_workspacerun yieldsgc.auto 0/gc.autodetach false.Not in this PR: the nightly
git gcof the source repo (needs a schedule decision; not claimed done). Gate content (pin move): needs non-author quorum + 2 seats + arbiter. Not armed.🤖 Generated with Claude Code
