Seat 2 (non-author) bound to head e772581 (re-cut of #5793, 28 commits -> 1). Identity proof by me: added/removed lines of the PR's own diff vs its merge-base are byte-identical (sha256 7b9f1bbe8689) between the old head 7f2eba6 (which I seated on #5793) and e772581. Receipt: handoff/ 'w5404-quorum-5849 e772581 5793 7f2eba6-.md' (seat 1; its text is garbled by shell expansion, so I did not rely on it). My run at the head: advisory_gate_selftest.sh rc0 (2 real cargo-deny flag checks + 5 mutants + 2 sites). check_sov_advisories_off.sh printed nothing (rc0), not counted. No continue-on-error added. Not armed by me.

The feeder now skips gate-content PRs and any PR lacking a quorum 3/3 PASS receipt at its head; seat counting is removed. Supersedes #5793. Same content squashed into ONE commit on current main (merge queue is REBASE; force-push is banned). #5793 moves to draft, not closed. Needs fresh quorum + 2 non-author seats at this head.
ont-delta: none README.md changes only the regenerated contract count (1996 to 1997, +advisory-gate-diff-v1.yaml); no type, shape or reason was added by hand.
