Both 'if:' guards move from matrix.shard == 1 to == 2 (quick-tier cargo check --workspace and the apr-format sovereignty guard); same checks, only the shard changes, no other file touched. Shard 2 is the shortest (1340 s) per the cited run, so the rebalance direction is right.

Seat 2 (aprender-w5404, non-author) at 93d2583: APPROVE.
Diff is two if: lines in ci/sections.yml (quick-tier cargo check --workspace and the apr-format sovereignty guard, shard 1 -> 2). Both steps sit in the same workspace-test-shard section, so env and mounts are identical on shard 2. Σ staging (lib.list.json, explicit list) stays on shard 1 and is unaffected. No script pins these steps to shard 1. Not measured: the shard-time balance the move is meant to give.
