Description
Operator ruling 2026-10-23 07:12Z (c, f): one PR per ticket, enforced. Five-whys terminal: no check refuses a duplicate PR per ticket.
Check: on pull_request, read the PR PMAT-Ticket trailers; red if another OPEN PR (draft included) carries the same ticket and this PR body lacks "supersedes #N" with #N closed. Falsifier: second PR for one ticket -> red; with supersedes + #N closed -> green. Bash only, reads via GraphQL, gate-class (SEAT-ORDER + quorum). Parent epic: #5923 (EMG-001).

PMAT-Ticket: PMAT-6102, in v0.71.4..main). Reopen if a part is still missing.
