Description
Operator chart: "Flaky means fail; quarantine with an owner and an expiry". [profile.ci] retries = 2 with no flaky-result reports fail-then-pass as PASS (silent). One-way door (changes what the gate accepts): branch + test, planted quorum, non-author sign-off, PR when open <= 10. Lever 1 of 3 (then lib-step archive, hakari).
