feat(simulate): course_flow fan-out, rework loop, GPU priority (flow model B5) #5557
Description
Extend the course_flow scenario: per-master fan-out to R platforms, an alpha rework loop (B' = B/(1-alpha)), GPU priority rule, B*k+4 renders, and separate work vs elapsed build time (flow model eqs 1 and 2, internal). Falsifier first; pv contract in the same PR.

Triage: this is flow model B5 (course_flow fan-out, rework loop, GPU priority, renders, work vs elapsed build time; flow model eqs 1 and 2). Acceptance: the stage sim matches the model law within 2 points; at the stated rework rate, build busy <= 95%. Not on main: no content_factory in aprender (checked 19:15Z). Related: #5545 (B6), parent scenarios #5528, model #5511. Milestone 0.73.0 (sim default). Owner: none yet, unassigned.
