perf(ci): 'authorize' jobs wait 40-45m for the scarce +intel label (0.4 min of work) #5436

Description
Census 1016: authorize 8-9 jobs, avg queue 40.2m (max 68), 362 queue-min, labelled X64,clean-room,intel while the work is ~0.4 min. Drop the intel label (any X64 clean-room runner, or arch-neutral clean-room). Locate the job (grep 'authorize' in .github/workflows) before editing; workflow change => non-author quorum + 2 reviews. Refs aprender-pace PACE-16.

a3 (11:09Z): duplicate of paiml/.github#83 (infra-66), which is the one-line pr-gate fix. The intel label is in the reusable workflow paiml/.github pr-gate.yml (runs-on: [self-hosted, Linux, X64, clean-room, intel]); aprender's pr-gate.yml only calls it, so there is nothing to change in this repo. No aprender PR. Left open for the owner to close once .github#83 lands and the authorize queue time is re-measured.
