apr code eval E1: ontology contracts + spec (task, sandbox, verdict, metric) #5282

Description
Land docs/specifications/apr-code-eval-v1.md and four pv contracts (apr-code-eval-task/sandbox/verdict/metric-v1). pv validate green. Each contract refuses a pass on 0 tasks, 0 executed tests or empty output.
Acceptance: pv validate is green on all four contracts; a C314 quorum receipt is bound to the PR head.

Merged into #5342 (apr code eval: task suite, sandbox, metrics and nightly receipts (APR-CODE-EVAL-001)): this ticket and its sub-ticket rows are now listed there under "Merged in". Closed as not planned under triage rule 7b; reopen it when its own work starts or a PR opens.
