LAB: the model ladder owes cells to 63 model-cell commands (ladder-gap, #3745) #5231
LAB check (the GATE/LAB rule: never on a PR, merge-queue or release path). One ticket, one owner: aprender-a7.
Check:hand_list_guard::tests::the_ladder_owes_every_model_cell_command (#[ignore]), run by the guards-nightly step "Release surfaces may not hand-list apr verbs or flags; the ladder owes every model-cell command (#3745 S3, #5231)".
Requirement:contracts/model-capability-ladder-v1.yamlladder.cells.verbs names every command in the release cell universe, read from apr surface --json: apr's own commands that take a model-role argument or generate. A planted review round on #3745 chose this derivation over letting the ladder producer declare its own verbs, since a producer that names its own verbs judges itself.
State: RED. The ladder owes no cell to 63 commands (measured 2026-10-12 on branch feat/3745-derived-cells @ 7bf710a).
Not changed: the release path still judges the ladder's own verb set (scripts/check_model_ladder.sh) and the anti-shrink floor. Widening that judgment is a gate change with its own sign-off round, after #5227 and the #3745 branch land.
nothing in the changed file. Errors in tests/falsification_crux_i_04.rs (unwrap) and in aprender-compute were already there
Unchanged on purpose: cells.verbs, its anti-shrink floor, and scripts/. The hand-list scan stays red on the existing 4-item list and on check_model_ladder.sh line 193; it owns those.
The four remaining gaps close only by widening cells.verbs, a release-path change this issue defers. Still owed before a PR: #5227 and #3745 must land, then a non-author sign-off round bound to the final commit.
Folded into #3745 as a checklist row (TRIAGE-100, 2026-10-14): the open-ticket cap is 100, so this ticket is now tracked on that master and closed as not planned. Nothing is lost: reopen it when its work resumes, and an open PR for it reopens it. Pushed branch: df/5231-ladder-cells.

Evidence for branch
df/5231-ladder-cells@ 2e52164 (base e83c079, from feat/3745-derived-cells). Branch only, no PR yet.Quorum c314-5231 (two non-author lanes, unanimous) chose option C: owed cells are declared by kind, not by a hand list of names.
