release: autopilot default state dir sits under the checkout, so a gitignored .cargo/config.toml breaks --locked #5198
Description
Defect. scripts/release/lib_release_params.sh:56 defaults the autopilot state dir to a path under the checkout. Cargo then reads that checkout's gitignored .cargo/config.toml (.gitignore:60), whose [patch.crates-io] entries force a lockfile rewrite, so the models step's --locked build fails ("cannot update the lock file ... because --locked was passed"). The same sha outside the tree gave cargo metadata --locked rc 0. v0.71.0 went green after relaunching with the state dir outside the checkout, counted as a setup fix.
Fix shape. Default the state dir outside any checkout, or have the release step refuse to start when cargo config get shows a patch source that is not in the tree. Add a test that turns red with a planted .cargo/config.toml above the state dir.
Class. Release-path script defect, not a LAB check: the fix lands as a normal reviewed PR (with the #5185 window work from v0.71.2).

Master for this defect. Exact duplicate #5255 (same cause: release autopilot state dir default under the checkout, so the gitignored .cargo/config.toml leaks into the build) is closed in favour of this issue. Triage closer lane.
