- rc-cut.yml was disabled at 14:42:46Z on 2026-10-09 (readback: disabled_manually). It stays off until its decision step refuses a version whose final tag exists. No v0.70.3-rc.* tag exists.
- The release-path rulings for release: 0.70.3 — streaming tool calls #4927 are on file off-repo.
Done when rc-cut has a test that refuses a shipped version, and the workflow is re-enabled with a red/green proof.
