LAB: apr-cli builds without inference (cargo check -p apr-cli --no-default-features --lib) #4972
Description
PROPOSE-TICKET from la-0.71.1a (12:43Z), owner la-0.71.1a. LAB (cannot block a merge or release).
Done when: cargo check -p apr-cli --no-default-features --lib exits 0 (fails on main@92599723e6 with 23 errors in chat.rs, serve/route_index.rs, output_verification.rs, golden_output.rs, dispatch_analysis.rs).
Falsifier: a cfg(not(feature = "inference")) arm naming an undefined fn makes the nightly check RED.
Earlier closed: #4041, #4138.
Placement: E1 full; held unlinked and flagged, queued behind #4963 and #4965 for the next E1/#4715 slot, by MOVE. Receipt: handoff/quorum-triage-propose3-q11.md

Still red on main b350e83 (2026-10-11 05:41Z, intel x86):
cargo check -p apr-cli --lib --no-default-featuresrc=101, 23 errors.
