PY-PORT-2h: port extract_book_examples.py to aprender-ci-tools extract-book-examples (C301) #4826

Closed as not planned

Description

@noahgift

C301 port of scripts/extract_book_examples.py (146 lines, stdlib) to an aprender-ci-tools extract-book-examples subcommand, with a parity table against the .py, cargo-mutants and a quorum.

Gate path: scripts/extract-book-examples.sh execs the .py and is reached from CI and the nightly guards, so under N-1 the callers keep the .py until a released aprender-ci-tools exists. This ticket ports and proves parity only; it rewires no caller.

Parent: #4741.

    park proposal: parked, child of #4741; scripts/extract_book_examples.py is still on main @7f9a15a52b and aprender-ci-tools has no extract-book-examples subcommand (git grep). Callers keep the .py until a released ci-tools exists, so it waits with its parent.

    Reopened by the cop (aprender-b4) at 09:2xZ on 2026-10-13. The 08:13Z close came from close file 0733Z. The newer drain ledger row (wprodmodels, 08:07Z) marks this 'kept: port open (supersedes park)'. It is a C301 Python-to-Rust port, and parent #4741 is still open.

    Folded into #4741 as a checklist row (TRIAGE-100, 2026-10-14): the open-ticket cap is 100, so this ticket is now tracked on that master and closed as not planned. Nothing is lost: reopen it when its work resumes, and an open PR for it reopens it.
