PY-PORT-2g: port annotate-book-examples.py to aprender-ci-tools annotate-book-examples (C301) #4822

Closed as not planned

Description

@noahgift

Sub-ticket of #4741 (R1, C301: no Python in the build).

Port scripts/annotate-book-examples.py (docs tooling, stdlib only) to the aprender-ci-tools annotate-book-examples subcommand.

  • No caller in the tree, so no gate path; the .py stays as the parity test's validator.
  • Parity section in scripts/tests/ci_tools_py_parity_test.sh, cargo-mutants with 0 missed, quorum, receipt docs/audits/impl-PMAT-NNNN-receipt.md.
  • Divergences listed in the crate README.

    park proposal: parked, child of #4741; scripts/annotate-book-examples.py is still on main @7f9a15a52b and aprender-ci-tools has no annotate-book-examples subcommand (git grep). No caller in the tree, so it waits with its parent.

    Reopened by the cop (aprender-b4) at 09:2xZ on 2026-10-13. The 08:13Z close came from close file 0733Z. The newer drain ledger row (wprodmodels, 08:07Z) marks this 'kept: port open (supersedes park)'. It is a C301 Python-to-Rust port, and parent #4741 is still open.

    Folded into #4741 as a checklist row (TRIAGE-100, 2026-10-14): the open-ticket cap is 100, so this ticket is now tracked on that master and closed as not planned. Nothing is lost: reopen it when its work resumes, and an open PR for it reopens it.
