PY-PORT-2f: port perf041_report.py to aprender-ci-tools perf041-report (C301) #4818

Closed as not planned

Description

@noahgift

Sub-ticket of #4741 (PY-PORT-2, C301: the build is Rust only; Python stays only as an external oracle).

Port scripts/perf041_report.py (139 lines, stdlib glob/json/os/statistics) to an aprender-ci-tools perf041-report subcommand.

Acceptance:

  • Same argv ([out_dir], default /tmp/perf041), byte-identical stdout (Python float formatting, statistics.median, % widths) and the same exit status as the .py on a case table: full forced+fast bands, no forced c=1 (penalty unmeasured, nan column), no fast c=1, empty/missing dir, unparseable JSON skipped, error records reported, even-count medians, label without - and empty label.
  • Parity harness scripts/tests/ci_tools_py_parity_test.sh gains the cases; cargo-mutants on the module: 0 missed.
  • Zero callers anywhere in the repo, so zero gate-path callers: the .py may be deleted with the port. It is kept in this row as the parity oracle; deletion is a follow-up once the port is released.

    park proposal: parked, child of #4741; scripts/perf041_report.py is still on main @7f9a15a52b and aprender-ci-tools has no perf041-report subcommand (git grep). Waits with its parent.

    Reopened by the cop (aprender-b4) at 09:2xZ on 2026-10-13. The 08:13Z close came from close file 0733Z. The newer drain ledger row (wprodmodels, 08:07Z) marks this 'kept: port open (supersedes park)'. It is a C301 Python-to-Rust port, and parent #4741 is still open.

    Folded into #4741 as a checklist row (TRIAGE-100, 2026-10-14): the open-ticket cap is 100, so this ticket is now tracked on that master and closed as not planned. Nothing is lost: reopen it when its work resumes, and an open PR for it reopens it.
