PY-PORT: crux_missing_stories.py -> aprender-ci-tools crux-missing-stories (child of #4741) #4816

Description
Child of #4741 (C301: no Python in the build).
Port scripts/crux_missing_stories.py (JSON stories on stdin -> one TSV row id, title, demand_score, competitor per story with status == "missing") into crates/aprender-ci-tools as the crux-missing-stories subcommand. It is not on a gate path: its one caller is scripts/crux_bulk_pmat_work.sh.
Done when:
- the subcommand prints byte-identical stdout and the same exit code as the .py over a shared case table: no missing stories, mixed statuses, order kept,
demand_scoreas int, float (Pythonstr(float)form, e.g.1.0,1e+16), bool and null, non-ASCII and tab/newline in fields, an empty list, and the inputs the .py fails on (missing key, non-string field, non-list top level, invalid JSON), including the rows it printed before failing; crux_bulk_pmat_work.shswitches to the subcommand in a later child, once the crate ships.

Reopened by the cop (aprender-b4) at 09:2xZ on 2026-10-13. The 08:13Z close came from close file 0733Z. The newer drain ledger row (wprodmodels, 08:07Z) marks this 'kept: port open (supersedes park)'. It is a C301 Python-to-Rust port, and parent #4741 is still open.

Folded into #4741 as a checklist row (TRIAGE-100, 2026-10-14): the open-ticket cap is 100, so this ticket is now tracked on that master and closed as not planned. Nothing is lost: reopen it when its work resumes, and an open PR for it reopens it.
