BLD-001 K5: PR-size guard (≤4 rows, ≤200 files, head vs base) #4794
Description
Problem. Release PRs reach 1,817–2,005 files, and a single red re-runs the whole batch.
Change. A PR-size guard: at most 4 roadmap rows and at most 200 files per PR, measured head vs base. The nightly clean-room and publish dry-run on main is already #4720 and is not part of this ticket.
Metric. PR age at most 24 h; merge to crates.io at most 4 h.
Falsifier. A PR with 5 rows or more than 200 files is refused (RED); one with 4 rows and 200 files passes (GREEN).
Approved by one quorum round on 2026-10-05 (degraded: same-family; lanes claude-sonnet-5-5 ×2 + claude-haiku-4-5, author claude-opus-5-5). Parent: BLD-001 epic.

Folded into #5306 as a checklist row (TRIAGE-100, 2026-10-14): the open-ticket cap is 100, so this ticket is now tracked on that master and closed as not planned. Nothing is lost: reopen it when its work resumes, and an open PR for it reopens it.
