Description
Problem. ci.yml concurrency uses cancel-in-progress, so every extra push to a release PR cancels the required run in flight. 62% of runs were cancelled, and #4502 had 0 green runs in 73.
Change (net-new only).
- A pre-push refusal, predict-check style: refuse a push to a release PR while a required run on its current head is in progress.
- Report the cancelled-run share per release.
Already filed and not part of this ticket: #4645 (cancel only stale head_sha), #4637, #4638, #4644 (orphan and memory stops).
Metric. Cancelled share from 62% to under 10%; a release PR's first green within 1 run.
Falsifier. A push while a required run is in progress is refused (RED); a push after the run completes is allowed (GREEN).
Approved by one quorum round on 2026-10-05 (degraded: same-family; lanes claude-sonnet-5-5 ×2 + claude-haiku-4-5, author claude-opus-5-5). Parent: BLD-001 epic.

Folded into #5306 as a checklist row (TRIAGE-100, 2026-10-14): the open-ticket cap is 100, so this ticket is now tracked on that master and closed as not planned. Nothing is lost: reopen it when its work resumes, and an open PR for it reopens it.
