PY-PORT: port tarball_workspace.py to aprender-ci-tools tarball-workspace (C301) #4789

Description
Sub-ticket of #4741 (C301: no Python in the build).
Port scripts/lib/tarball_workspace.py into crates/aprender-ci-tools as the subcommand tarball-workspace (DIR · --name DIR · --target-dir).
Acceptance:
scripts/tests/ci_tools_py_parity_test.shruns every tarball-workspace case through the original (read from git by blob id, as external validator) and the bin. It checks that stdout and the writtenDIR/Cargo.tomlare identical (header line mapped), and that success or failure agrees. Bad inputs are included.- Every caller in
scripts/package_tarball_build.shis switched, andscripts/lib/tarball_workspace.pyis deleted. - Deliberate differences are listed in the crate README.

Folded into #4741 as a checklist row (TRIAGE-100, 2026-10-14): the open-ticket cap is 100, so this ticket is now tracked on that master and closed as not planned. Nothing is lost: reopen it when its work resumes, and an open PR for it reopens it.
