PY-PORT-2c: switch coverage_report_scope callers to aprender-ci-tools, delete the .py (C301) #4787

Description
Sub-ticket of #4741 (PY-PORT-2). One port, one ticket.
Scope: scripts/coverage_report_scope.py. The Rust port aprender-ci-tools coverage-report-scope already exists on the PY-PORT-2 base (eb60aef).
- Switch every caller to the bin: the Makefile coverage targets,
scripts/ci.shandscripts/prepare-release.sh. scripts/check_coverage_report_scoped.shaccepts the bin and flags a leftover call to the deleted.py(self-test grows from 8 to 10 cases, re-mutated).- Delete
scripts/coverage_report_scope.py. - Identical-output case table:
scripts/tests/ci_tools_py_parity_test.shruns the old.py, read back from its git blob 106561a2, against the bin. 54/54 cases identical, including the bad inputs.
The work lands on branch batch/0702/py-port-coverage-report-scope.

Folded into #4741 as a checklist row (TRIAGE-100, 2026-10-14): the open-ticket cap is 100, so this ticket is now tracked on that master and closed as not planned. Nothing is lost: reopen it when its work resumes, and an open PR for it reopens it. Pushed branch:
