Description
Row RQ6 of aprender-a7's 0.70.2 PROPOSE-TICKET list (cop-inbox handoff/0702-propose-tickets.md, 08:24Z section, from C299 "all recommended"; ranking in handoff/0702-delay-rank.md), verbatim:
- RQ-6 branch → R2 #4680. The store needs one ruleset, a hard stop that is ruled yes but goes through forjar/make only.

"INFRA: forjar/make target that applies one GitHub ruleset to paiml/aprender, branch evidence-store (name final in
#4680): only the nightly train's identity may update it; block non-fast-forward and deletion; no bypass actors
except org admins. Applied by `forjar apply`/`make`, never by hand. Done when a dry run prints the ruleset JSON,
an apply creates it, a second apply is a no-op, and a push from another identity is refused (planted).
