ONT-10b: the step 0.70.0 skipped — provable-ladder required, then org CI fail-closed on the published pv, then pmat sync #4578
Description
Path A of operator ruling C (fired 2026-09-27 17:18Z): 0.70.0 ships with a single publish. This row performs the step 0.70.0 skipped, as ontology spec v4.18 records (paiml/infra#1258).
Row (ONT-001 v4.18): ONT-10b, aprender, milestone 0.70.1. depends_on ONT-10 (#4079), ONT-11 (pmat), PVL EV-9, PVL EV-15. K̂ 60.
What 0.70.0 goes without until this is green (release notes name all three):
- EV-9: provable-ladder is not yet a required check.
- EV-15: org CI does not yet fail closed on the published pv.
- ONT-11: pmat does not yet fail on pv exit 2.
Done when (probe verbatim in the spec, harness scripts/ont/done_when/ONT-10b.sh):
- The EV-12 pv version is ≥ ONT-10's.
- EV-9 is merged.
- EV-15's mutation run concluded
failureon that pv version. - ONT-11 is merged in pmat.
- The ONT-10b ledger row is present.
