Spec: APR-LOOKAHEAD-001 v1.1 (operator directive 2026-09-27); staged at /mnt/nvme-raid0/cop-inbox/handoff/APR-LOOKAHEAD-001.md until LA-00 commits it to docs/specifications/.
Epic #4540. Contract lookahead-rotation-v1. Done: a dry-run 0.70→0.71 rotation gives {0.72,0.73,0.74} in one commit; a planted announce-before-spawn ordering fails. K̂ 60.
