DUP-001: fail a PR whose changes (git patch-id) already exist in another open PR #4536
Description
Operator 2026-09-27: #4429 (release car) carried ~30 copies of #4502's ONT rows, which turned a small overlap into 53 files / 161 conflicting hunks and slipped rc.1 by hours. A rule alone won't stop the next copy; this check does.
- A PR check computes the
git patch-id --stableof each commit (and each hunk) in the PR against main, and fails if any matches a commit or hunk in another OPEN PR. It names both PRs. - Exemption only for a declared stack (PR body
stacked-on: #N). - Ships a must-match/must-not-match case table (pure copy, copy then edit, cherry-pick with a different message, identical generated regen, which is not flagged once GEN-001 GEN-001: README/doc counts generated by one writer; PRs never hand-edit them (root cause of generated-file conflicts) #4526 lands).
- Target: 0 duplicated changes across open PRs.
