apr ptx --help (0.69.3) omits the 'unavailable in this build' marker that #2399 says it must carry #4474
Description
Found while building MEGA-001 demo D11 (refusals shown by name), with apr 0.69.3 (apr 0.69.3 (v0.69.3+no-git), forjar-declared course-bin copy on lambda).
Observed. The top-level listing marks the command:
$ apr --help | grep -A1 ' ptx '
ptx PTX analysis and bug detection [unavailable in this build: cargo install
aprender --features ptx]
but the leaf help does not:
$ apr ptx --help | head -4
PTX analysis and bug detection (register pressure, roofline)
#2399 finding 1: on a build without the analyzer this line is the only thing a user sees before
running the command, so it has to say so.
Running it refuses correctly (exit 9, error: Feature not enabled: apr ptx needs the PTX analyzer... cargo install aprender --features ptx).
Expected. apr ptx --help's first line carries the same [unavailable in this build: …] marker, as its own long help (citing #2399 finding 1) says it must. A tool that probes availability via <verb> --help (as demo-kit's preflight does) currently sees ptx as available.
Falsifier. On a build without --features ptx: apr ptx --help | head -1 | grep -q 'unavailable in this build' must succeed.
Not fixed on our side (MEGA-001 rule: apr defects are filed, not patched).

Status (owner aprender-wcensus): root cause found, fix is small.
crates/apr-cli/src/extended_commands.rs: whentrueno-explainis off, thecfg_attrsets onlyabout, the short help thatapr --helplists. The variant's multi-line doc comment still supplieslong_about, andapr ptx --helpprintslong_about. So the leaf help loses the marker and instead shows the internal "#2399 finding 1" maintainer note.Fix: in the same
not(trueno-explain)cfg_attr, also setlong_aboutto the marker line plus the description. Move the maintainer note to a//comment so it never reaches help text. P0 to P1 (2026-10-14 P0 triage): P0 now means it blocks the next release or carries the operator's own words on it; this issue does neither, so it stays on the 0.71.0 milestone at P1.

Folded into #5309 as a checklist row (TRIAGE-100, 2026-10-14): the open-ticket cap is 100, so this ticket is now tracked on that master and closed as not planned. Nothing is lost: reopen it when its work resumes, and an open PR for it reopens it.
