Adopt dogfood-receipt-v1 in apr-dogfood, and remove python3 from it (ARB-SELF-001 ASL-05) #4377

Closed as not planned

Description

@noahgift

apr-dogfood emits its own v3.0 receipt (spec §1 G15). Its skill allows Bash(python3:*) and absorbs invariance.py (G16). R-8 forbids Python in any gate path. Port that step to Rust or bashrs-clean shell.

The fleet now has one dogfood receipt schema: contracts/dogfood-receipt-v1.yaml in paiml/infra (ARB-SELF-001 rule R-1, row ASL-05, paiml/infra#1098). arbiter ingests only receipts that pass arbiter receipt lint <file>. Exit codes: 0 admissible, 1 inadmissible, 2 unreadable.

What a receipt carries:

  • schema: "dogfood-receipt/v1", plus repo (owner/name), tag, commit (40-hex), host and verdict (GO|NO-GO).
  • rows: each has {id, status: PASS|FAIL|NotRun|SKIP, reason}. A reason is required for NotRun and SKIP.
  • counts: {rows, passed, failed, unmeasured}, recounted from rows. NotRun and SKIP never count as passed.
  • Extra fields are allowed.

Where it goes: attach it to the tag's release as dogfood-receipt-v1.<host>.json. ASL-08's S-dogfood sensor fetches it by that name.

Done when: this repo's dogfood run writes that file for every tag and host, and arbiter receipt lint exits 0 on it.

    Reopened by APR-EPIC-001, C334 quorum r2: this P0 is on E1's train 0.71 (rule 3: nested under #4695, now an E1 child), so rule 20 forbids collapsing it. Milestone 0.71.0; epic E1 #3998. Reopen = pull (rule 5). Receipt: docs/audits/apr-epic-001/plan-C334-E1.json (revision r2; quorum record quorum-c334-e1-r2).

    P0 to P1 (2026-10-14 P0 triage): P0 now means it blocks the next release or carries the operator's own words on it; this issue does neither, so it stays on the 0.71.0 milestone at P1.

    Re-parent: former parent #4695 is closed. Moved under open epic #3998 (same 0.71 train).

    Folded into the checklist of its epic #3998 (full original text kept there, verbatim). Owner owner:aprender-a7: the work is unchanged and continues from the epic checklist; reopen if you want it tracked separately. Refs #3998.
